FSSC Development.
Understand it.
Put it into practice.

Your buyer has asked for FSSC Development. Start with what it means for your business, what you need to put in place, and how to prepare for assessment.

01 / Understand the programme

What is the FSSC Development Program?

The FSSC Development Program is a food safety assessment programme for small and medium-sized businesses. It helps a business establish a food safety system that can be independently assessed against defined requirements. It is owned by Foundation FSSC.

You may see it called the “FSSC Development Programme” or “FSSC 22000 Development Program”. Foundation FSSC uses FSSC Development Program. It is a separate programme from full FSSC 22000 certification.

Its scope includes food and feed manufacturing, packaging, catering, retail and wholesale, and transport and storage. Your activities determine which sector requirements you use. Check the official programme scope.

Think beyond the manual.

A cleaning procedure describes the method. A completed cleaning record shows what was done. Checking whether cleaning was effective tells you whether the control is working. You need those pieces to connect.

02 / Retailer requirements

FSSC Development and the SPAR Supplier Development Programme

If you searched for the SPAR Supplier Development Program, the important distinction is that SPAR’s supplier programme and FSSC’s food safety assessment programme are different things. FSSC Development may form part of the food safety requirements for your supply arrangement.

The SPAR Supplier Development website lists FSSC Development Programme V2 for the manufacturing sector. It identifies different requirements for agriculture and processed meat. Confirm your category before choosing an assessment route.

About the October 2026 change

The Food Collective’s report of 30 September 2026 describes a wider SPAR transition from 1 October 2026, with arrangements depending on a supplier’s current status and product risk. We have not independently verified the underlying supplier circular. Use your written SPAR communication to establish your deadline; do not assume every supplier has twelve months.

Get these four things confirmed

  • Your product category and the sites or activities covered.
  • The assessment or certification SPAR expects for your particular supply arrangement.
  • Your transition date and any interim reporting requirements.
  • Any additional product, legal or retailer-specific conditions.

A useful question to send your buyer is: “For our products, site and current assessment, which food safety programme must we meet, by what date, and what evidence do you need from us?” Keep their answer with your planning documents.

Food safety conformity alone does not guarantee a listing. Product approval and commercial onboarding are separate decisions.

03 / Use the right version

FSSC Development V2: what changed?

Foundation FSSC published Version 2.0 in May 2025. Assessments against it became available on 1 June 2025; the published last date for Version 1.1 assessments was 31 May 2026.

Version 2 has one conformity level. References to separate Level 1 and Level 2 options describe the earlier programme. V2 also places emphasis on a full HACCP system aligned with ISO 22000, including critical control points (CCPs) and operational prerequisite programmes (OPRPs). Read FSSC’s explanation of the changes.

Moving from GFSI Basic or Intermediate?

Start by comparing your existing system with the current FSSC sector requirements. A previous assessment is useful background, but its checklist is not evidence that you meet a different programme.

Record what is already implemented, what needs improving, and what is missing. Check the actual production process as well as the paperwork. For example, a supplier approval form can exist while purchasing still bypasses it. That is an implementation gap.

04 / Choose the right destination

Choose according to your buyer’s requirements and your business plans. Ask about future expectations too: if a customer needs full certification later, knowing that now helps you plan the work sensibly.

05 / Make the work manageable

What does implementation involve?

Use the official sector assessment requirements for your complete requirement list. The areas below are a practical way to organise your work, rather than a substitute assessment checklist.

01

People and responsibilities

Decide who owns each activity, who checks it, and what happens when the responsible person is absent. Give people enough time, knowledge and authority to do the work.

02

Site and hygiene controls

Review cleaning, pest management, maintenance, hygiene, storage and other prerequisite programmes: the everyday conditions that help prevent contamination.

03

Product and process hazards

Describe what you make and how you make it. Identify hazards and establish suitable controls. A hazard analysis must reflect your ingredients, process and intended consumers.

04

Evidence and follow-through

Keep usable records. Investigate failures, correct them and check that the action worked. Review whether the system still matches the business as products and processes change.

FSSC’s sector guidance documents, published in April 2026, provide implementation support. FSSC identifies them as voluntary guidance; distinguish their recommendations from mandatory assessment requirements.

06 / Documents with a purpose

What documents and records should you prepare?

A document tells someone how to do the work. A record captures what happened. Start with the activities in your business, then check which documented information the applicable requirements call for.

Examples to organise your gap assessment
AreaUseful starting documentsEvidence to examine
Products and processesProduct descriptions, specifications and process flow diagramsConfirmation that they match current ingredients, production and intended use
Hazard controlsHazard analysis and control instructionsMonitoring, checks and actions when a control fails
Cleaning and hygieneCleaning methods, schedules and hygiene rulesCompleted records and checks on effectiveness
Suppliers and incoming goodsApproval criteria and receiving instructionsSupplier reviews, specifications and receiving checks
TraceabilityBatch identification and recall arrangementsLinks between incoming materials, production and dispatch; exercise results
People and improvementResponsibilities, training plans and corrective-action arrangementsCompetence checks, identified problems and evidence of effective follow-up

These are planning examples, not a promise that a particular number of templates will satisfy your assessment. A useful form fits your operation and is completed by someone who understands its purpose.

For example, a blank temperature log is a template. A completed log is a record. A recorded response to an unacceptable result shows that the business acted on the information.

07 / Your starting point

How to start FSSC Development in your business

  1. Confirm the destination

Get your buyer’s requirement and deadline in writing. Establish the products, processes and sites to include.

  2. Get the current official documents

Download the programme, applicable sector assessment requirements and self-assessment checklist. Check the associated annexes, decisions and guidance on the same official page.

  3. Walk your site and assess the gaps

Compare requirements with observed practices and records. Mark each gap clearly: what is missing, where, and what evidence supports your conclusion.

  4. Turn gaps into assigned work

Give each action an owner, a completion date and a way to verify it. Separate work your team can do from purchases, specialist advice and facility changes.

  5. Implement and check

Train the people doing the work, use the documents and collect real records. Check whether the controls work before treating a task as complete.

  6. Arrange the independent assessment

Confirm scope and timing with a licensed assessment body. Plan for findings and follow-up as well as the assessment day.

Your first practical task

Put your buyer’s letter, current assessment report, product list, process flow and existing procedures in one place. This gives you a useful starting point for the gap assessment.

08 / Plan the resources

FSSC Development costs and implementation time

Foundation FSSC does not provide one assessment price for every business. Request a quotation from a licensed Conformity Assessment Body. Its cost guidance explains that the selected assessment body sets the assessment cost.

Your assessment quotation is only one part of the budget. Separately allow for your team’s time, training, technical support, testing, document development and any site or equipment improvements identified through the gap assessment.

What to include when requesting a quote

Describe your products, process, location, sites, staff and shifts, current food safety status and target date. Ask what the quote includes: assessment, travel, reporting, follow-up and ongoing annual work. Compare equivalent scopes.

How long will implementation take?

Build the timetable from your gaps. A missing instruction and a structural facility problem have very different lead times. Allow time to train staff, operate the revised controls and check the evidence. We do not promise a universal number of weeks or an audit pass.

09 / Independent assessment

Preparing for an FSSC Development assessment

Find your assessment provider in FSSC’s licensed CAB directory. Confirm that it can assess your sector and location. A consultant can help with implementation; the licensed body makes the conformity assessment decision.

Before the visit, ask your team to show how a real batch moves through the business. Can they connect ingredients to production and dispatch, explain the relevant checks, and find records of what happened when something went wrong?

That exercise helps expose disconnects before an assessor asks about them. Avoid creating retrospective records to make the file look complete; investigate missing evidence and improve the process that should produce it.

Successful conformity is recorded in the FSSC register of Conforming Organizations. Continue using and maintaining your system after assessment.

10 / Clear answers

FSSC Development: frequently asked questions

Is FSSC Development the same as FSSC 22000 certification?

No. The Development Program leads to a one-year Conformity Statement following an independent assessment. FSSC 22000 is a separate, accredited certification scheme with more extensive management system requirements.

Are there still Level 1 and Level 2 options?

Version 2 has one conformity level. Level 1 and Level 2 describe the older Version 1.1 programme. Do not use those older levels to choose your current assessment requirements.

Does every SPAR supplier have the same deadline?

Do not assume a single deadline. Confirm your product category, current assessment or certification, supply arrangement and transition date with SPAR in writing. The September 2026 industry report describes different arrangements for different suppliers.

Can I use my existing HACCP plan and procedures?

Use them as your starting point. Check each document against the current sector requirements and what actually happens on site. Keep useful, accurate work; revise gaps and obsolete content, then implement and verify the changes.

Where can I download an FSSC Development checklist?

Foundation FSSC provides free sector-specific self-assessment checklists on its official Development Program documents page. Choose the checklist for your activities and read it alongside the programme and sector assessment requirements.

Can I implement the programme without a full-time consultant?

Your team can lead implementation if it has the necessary knowledge, time and authority. Use competent support for work beyond your team’s capabilities, especially hazard analysis and control validation. Independent conformity assessment remains a separate activity.

Will buying templates make my business conforming?

Templates can help you document your system. They cannot establish that your controls are suitable or that staff use them. Your site must implement the requirements and demonstrate this through practices and evidence.

How much does FSSC Development cost in South Africa?

There is no single published price that applies to every site. Ask a licensed assessment body for a quotation and budget separately for implementation, training, testing, improvements and ongoing maintenance.

Does the programme guarantee a SPAR listing?

No. Food safety conformity is one part of supplier approval. Confirm the retailer’s commercial, product, category and onboarding requirements separately.
