Whether you're making jams in your kitchen, baking custom cakes, producing spice blends, or bottling sauces for your local market stall, South African food law requires that you have a food safety system in place. That system is built around something called a HACCP plan.
HACCP stands for Hazard Analysis and Critical Control Points. In plain English: it's a written plan that helps you identify everything that could make your food unsafe, and then shows what you're doing to prevent it. It's not just a document to tick a box — it's a practical tool that protects your customers, your reputation, and your business.
This guide walks you through the process step by step, written specifically for home-based food producers in South Africa with no prior food safety training.
Why home kitchens are held to the same standard as commercial kitchens
Many home-based food producers assume that because they're small, the rules don't apply to them. That's a dangerous assumption.
In South Africa, the Foodstuffs, Cosmetics and Disinfectants Act (Act 54 of 1972) applies to anyone who produces food for sale — regardless of where that food is made. If your product makes someone sick, you are legally responsible. The size of your kitchen doesn't change that.
Additionally, if you ever want to supply a retailer, a deli, a café, or an online shop, they will almost certainly ask to see your food safety documentation. A HACCP plan is usually the first thing they request.
The standard most commonly referenced for HACCP in South Africa is SANS 10330 — the South African National Standard for HACCP systems. Your HACCP plan should align with this standard.

Before you write your HACCP plan: get your basics in order
Before you can write a HACCP plan, you need to have what are called Prerequisite Programmes (PRPs) in place. A PRP is a basic food safety practice that creates a clean, hygienic foundation for your business — things like keeping your kitchen clean, storing food at the right temperatures, and making sure you wash your hands properly.
Think of PRPs as the ground floor of a building. Your HACCP plan is the structure built on top. Without a solid ground floor, nothing above it will hold.
PRPs for a home kitchen typically include:
- Personal hygiene — handwashing procedures, no cooking when you're sick, clean clothing or aprons
- Cleaning and sanitation — how and when you clean surfaces, equipment, and utensils
- Pest control — keeping your kitchen free of insects and rodents
- Temperature control — storing raw ingredients and finished products at safe temperatures
- Allergen management — knowing what allergens are in your products and preventing cross-contamination
- Supplier control — only buying ingredients from reputable suppliers
- Waste management — disposing of waste properly so it doesn't contaminate your food

HACCP follows seven internationally recognised steps (called principles). Here's what each one means in the context of your home kitchen.
Step 1: Conduct a hazard analysis
A hazard is anything that could make your food unsafe. There are three types:
- Biological hazards — bacteria like Salmonella, E. coli, or Listeria that can grow in food
- Chemical hazards — cleaning products, pesticides, or allergens that could contaminate your food
- Physical hazards — foreign objects like glass, metal, or bone fragments that could end up in your product
For each step in your production process — from receiving your ingredients to packaging your final product — you need to ask: What could go wrong here? What hazards might be present?
Example: If you make a fruit chutney, a biological hazard could be bacteria growing if the product isn't cooked to a high enough temperature. A chemical hazard could be a cleaning product left on a surface that touches the chutney. A physical hazard could be a fruit pip or piece of packaging that ends up in the jar.
Step 2: Identify Critical Control Points (CCPs)
A Critical Control Point (CCP) is a step in your process where you can actually control or eliminate a hazard. Not every step is a CCP — only the ones where control is essential to keeping the food safe.
For most home-based food businesses, common CCPs include:
- Cooking temperature — heating food to a temperature that kills harmful bacteria
- pH level — in acidified products like pickles or sauces, a low enough pH (how acidic a product is) prevents bacteria from growing
- Water activity — in dried products, keeping moisture low enough to prevent bacterial growth
- Chilling / cold storage — keeping perishable products cold enough to slow bacterial growth
Step 3: Set critical limits
A critical limit is the minimum or maximum value that keeps a hazard under control at a CCP. It must be a number — something you can actually measure.
Examples:
- Cooking temperature must reach at least 75°C in the centre of the product
- Refrigerated products must be stored at or below 5°C
- pH of a vinegar-based pickle must be 4.6 or below
Step 4: Set up monitoring procedures
Monitoring means checking — regularly and consistently — that your CCPs are actually staying within their critical limits.
For a home kitchen, this is usually simple:
- Use a food thermometer to check cooking temperatures and write down the reading
- Use a fridge thermometer to check cold storage temperatures daily
- Use pH strips or a pH meter to check acidity levels in acidified products
The key word here is written down. Monitoring only counts if you record it. A handwritten log is perfectly acceptable — but it needs to exist.
Step 5: Establish corrective actions
A corrective action is what you do when something goes wrong — when a CCP falls outside its critical limit.
Example: You check the temperature of your cooked sauce and it only reached 68°C, not the required 75°C. Your corrective action is to continue cooking until 75°C is reached. You then record what happened and what you did about it.
Every CCP must have a pre-written corrective action so you're never guessing in the moment.
Step 6: Set up verification procedures
Verification means checking that your whole HACCP system is actually working — not just that individual CCPs are being monitored, but that the entire plan is doing what it's supposed to do.
For a home-based producer, verification activities might include:
- Reviewing your monitoring records once a week or month to spot patterns
- Calibrating (checking the accuracy of) your thermometer every few months
- Conducting an internal review of your HACCP plan at least once a year, or whenever your product or process changes
Step 7: Keep records and documentation
Documentation means keeping written records of everything — your hazard analysis, your CCPs, your critical limits, your monitoring logs, your corrective actions, and your verification activities.
This is the part that many small producers skip — and it's the part that will hurt you most during an inspection or audit. Without records, you have no proof that your food safety system is working.
Your records don't need to be fancy. A simple notebook or a printed spreadsheet is fine. What matters is that the records are:
- Filled in at the time (not later from memory)
- Signed or initialled by the person who did the check
- Kept for a reasonable period — at least the shelf life of your product, plus one year
How to structure your HACCP plan document
Your HACCP plan is a written document. At a minimum, it should include the following sections:
- Scope — what products this plan covers
- Product description — what your product is, how it's made, how it's stored, and who it's intended for
- Process flow diagram — a simple step-by-step map of your production process (it can be hand-drawn)
- Hazard analysis table — listing each process step, the hazards at that step, whether they are significant, and how they are controlled
- CCP summary table — listing each CCP, its critical limits, how it's monitored, the corrective action, and how verification is done
- Monitoring record templates — blank forms for daily use
- Corrective action log — a record of any deviations and what was done
Common mistakes home-based producers make with HACCP
Knowing what to avoid is just as useful as knowing what to do. Here are the most common pitfalls:
- Copying a template without adapting it to your product. A generic HACCP plan that doesn't reflect your actual process is worthless — and an auditor will spot it immediately.
- Identifying too many CCPs. Not every step is a CCP. If everything is critical, nothing is. Focus on the steps where control is truly essential.
- Not monitoring consistently. A HACCP plan with no monitoring records is a plan that doesn't exist in practice.
- Forgetting to update the plan when the recipe or process changes. If you add a new ingredient or change your packaging, your HACCP plan must be reviewed and updated.
- Skipping the PRPs. Your HACCP plan will fall apart if the basics — hygiene, cleaning, pest control — aren't already in place.
What about sharing a kitchen with your family?
This is one of the trickiest parts of running a home-based food business. Your family uses the same kitchen for everyday cooking. That creates real food safety risks — cross-contamination (when harmful substances transfer from one surface or food to another), inconsistent hygiene, and the potential for personal items to end up near production areas.
Your HACCP plan needs to address this. Practical steps include:
- Designating specific times for production (and keeping family cooking separate)
- Using dedicated equipment — chopping boards, utensils, storage containers — that are only used for your business products
- Ensuring family members understand and respect basic hygiene rules during production times
- Storing business ingredients separately from household food — ideally in labelled, sealed containers
If your municipality or health inspector visits, these are the kinds of controls they will want to see documented.
Do you need a certificate or approval to operate from home?
This depends on your municipality. In South Africa, most local municipalities require home-based food producers to register with the local environmental health department and obtain a Certificate of Acceptability (CoA). This is a certificate that confirms your kitchen meets the basic hygiene requirements to produce food for sale.
Requirements vary by municipality, so contact your local environmental health office to find out what applies to you. Having your HACCP plan and PRP documents in place before that inspection will make the process much smoother.
