The Core Question
HACCP is a powerful system for controlling hazards — but it stops short of embedding food safety into a holistic management framework. FSSC 22000, built on ISO 22000, adds structure, governance, and global acceptance. For many SMEs, the FSSC Development Program offers a practical, phased pathway.
What Is HACCP?
HACCP (Hazard Analysis Critical Control Point) focuses on identifying and controlling biological, chemical, and physical hazards at critical points in food processes. It follows the seven Codex principles: hazard analysis, CCP identification, critical limits, monitoring, corrective actions, verification, and record-keeping.
Strengths: Preventive, science-based, effective at hazard control.
Limitations: Only addresses operational hazards — not broader system processes like management structure or continual improvement.
What Is ISO 22000?
An international Food Safety Management System (FSMS) standard that integrates HACCP principles into a structured, management-based framework. It aligns HACCP with prerequisite programmes and the Plan–Do–Check–Act cycle for continual improvement. Can be integrated with ISO 9001 and other management systems.
What Is FSSC 22000?
Builds on ISO 22000 and adds module-specific PRPs and GFSI-recognised requirements like food fraud and food defence. Officially recognised by GFSI, meaning it's accepted by major brands and retailers worldwide.
Benefits: Global acceptance, strong credibility, supports supply chain access, comprehensive system with continual improvement and risk management.
Key Comparison
HACCP: Scope is hazard control only. Certification is via self-audit or local inspection. PRP requirements are basic hygiene. Market recognition is limited. Continuous improvement is not required.
FSSC 22000: Scope covers full FSMS with PRPs and management structure. Certification is accredited and GFSI-recognised. PRP requirements are formal, aligned to ISO/TS 22002. Market recognition is global. Continuous improvement is integral via PDCA.
The FSSC 22000 Development Program
Designed for SMEs to build confidence and capability before full certification.
Two-Level Structure: Level 1 aligns with GFSI Global Markets Basic. Level 2 adds Codex HACCP with full PRPs and aligns with full FSSC 22000 requirements. Organisations can be listed publicly as conforming, giving credible visibility.
Process: Download self-assessment tools, conduct a self-evaluation and address gaps, engage a licensed Assessment Body, obtain a conformity statement.
The FSSC Development Program allows SMEs to build credibility on their own timeline — without the immediate financial burden of full certification.
Choosing the Right Program
- Small start-ups or early-stage SMEs: Begin FSSC Level 1 for credibility without certification costs
- Growth-oriented SMEs with client demands: Step up to Level 2 to strengthen systems
- Exporters or supply chain integrators: Target full FSSC 22000 certification for maximum recognition
HACCP is essential for hazard control but doesn't provide full system assurance. FSSC 22000 offers a robust, GFSI-recognised FSMS suitable for serious supply chain integration. The FSSC Development Program offers an accessible, progressive path for SMEs to build capability and credibility on their own terms.
